Most clients buy manpower: workers you direct on your own site, under our sponsorship. Where you would rather hand over a defined scope, the same tested trades deliver it as a labour-only contract.

You direct the workers
Skilled, semi-skilled and general workers by trade and grade, on daily, monthly or project rates. Visa, labour card, WPS payroll, medical and insurance stay with NSTC, so you receive an invoice rather than an employment obligation.
02 · Technical contracting
We deliver the scope
A scope taken whole and handed over against your drawings, under your method statements or ours submitted for your approval. Where a scope needs trades we already hold on roster, the crew comes from the same source rather than a chain of subcontractors.

Every trade is tested by NSTC before a worker joins the roster. Welders weld a test piece, fitters read an isometric, scaffolders build to a drawing. Request the trade you need and we come back with grades, availability and rates.
Scaffolders
Third-party certified scaffolders, inspectors and full erection gangs supplied for shutdowns, construction access and industrial maintenance across the UAE.
Pipe Fitters
Pipe fitters who work directly from isometrics, supplied to industrial contractors, fabrication yards and MEP teams across the UAE.
Steel Fixers
Steel fixers and rebar gangs supplied to civil and structural contractors across the UAE, graded on their ability to work directly from bar bending schedules.
Steel Erectors
Structural steel erection crews and contracted erection scopes across the UAE, from a single erection gang to a full package under your method statements.
Riggers
Third-party certified riggers, crane slingers and banksmen supplied for lifting operations, erection scopes and shutdowns across the UAE.

A contractor that supplies manpower, not an agency that forwards CVs
Noor Al Shabab Technical Contracting was established in Sharjah in 2005. The founding team came from contracting backgrounds rather than recruitment, and the way we assess workers still reflects that. A welder welds a test piece, a fitter builds a spool, a mason builds a panel, and only then does the worker join the roster.
The group now holds three UAE trade licences, so crews can be sponsored and mobilised in the emirate where the work is. Alongside supply, NSTC takes contracting scopes of its own: pipe fabrication, structural erection, tank work and protective coating. Supplying the same trades we deploy ourselves is what keeps the grading honest.

NSTC runs ISO 9001, ISO 14001 and ISO 45001 certified management systems. What decides your site record is what arrives with the worker, so the checks below happen before deployment, not after an incident.

How fast can NSTC mobilise a crew?
Send the trade, quantity, site and start date. We come back with availability, worker grades and commercial rates, with qualification records attached, and can have workers on your site within 24 hours. Mobilisation then runs to your timeline: once you issue a purchase order or letter of acceptance, the crew arrives documented, inducted and with a named crew lead as your point of contact.
Are the workers on your own sponsorship?
Yes. Visa, labour card, WPS payroll, medical and insurance sit with NSTC across the three group companies. You direct the work on site, and an inspection finds documented workers rather than a paperwork problem.
Can we test workers before we accept them?
Yes, and most clients do. Test pieces can be arranged at your facility or ours. If a worker does not pass your test, tell us and we will discuss a replacement, because the alternative is a defect found later at inspection.
Which emirates can you supply?
All of them, through three licensed companies: Noor Al Shabab Technical Contracting in Sharjah, Shabab Al Najum Technical Services in Dubai and Royal Eagle Electromechanical Works in Abu Dhabi. Crews mobilise from the nearest entity.
Do you take contracting scopes as well as supplying labour?
Yes. NSTC executes stainless and carbon steel pipe fabrication, structural erection, tank fabrication and installation, sand blasting and protective coating, and electromechanical installation. Scopes run under your method statements, or under ours submitted for your approval.
What documents will you provide for vendor registration?
Trade licences for all three entities, ISO 9001, 14001 and 45001 certificates, the company profile, HSE policy and statistics, insurance certificates and a sample worker documentation pack. We would rather send them before you ask than hold up your registration.
